Why are my DATUM/Ocean fees above 1%?

The fee rate will be 1% for blocks that are mined using our custom datum, but in the event that our custom datum becomes unavailable, blocks may be mined to Ocean's default stratum and are therefore subject to higher fee rates. Because of this, your overall fee rate could land somewhere between 1-2%.
